NDIS Core vs Capacity Building Supports Explained
Your NDIS plan can split funding across Core, Capacity Building, Capital and Recurring support budgets. The rules for spending each budget are different.

The four NDIS support budgets
An NDIS plan can include funding in up to four support budgets. Not every participant has funding in every budget:
- Core Supports — help with everyday activities and disability-related needs. The most flexible budget.
- Capacity Building — building your skills and independence for the longer term. Less flexible — funds are locked to fixed categories.
- Capital — one-off, higher-cost items like assistive technology, home modifications and Specialist Disability Accommodation (SDA).
- Recurring Supports — supports paid by the NDIS on a regular schedule when included in a plan.
What Core Supports covers
Core is the budget most participants use day to day. It includes four categories:
- Assistance with Daily Life — personal care, help at home, and Supported Independent Living (SIL)
- Assistance with Social & Community Participation — getting out and staying connected
- Consumables — everyday disability-related items
- Transport — help getting around
Core funding is generally flexible across these categories, so you can use it where you need it most (a few items aside).
What Capacity Building covers
Capacity Building supports are intended to build skills and independence. A plan may include categories such as:
- Support Coordination
- Improved Daily Living — therapies and life-skills development
- Improved Living Arrangements
- Increased Social & Community Participation
- Finding & Keeping a Job
- Improved Relationships, Health & Wellbeing, Learning, and Life Choices
Unlike Core, Capacity Building funds are locked to each category — you can't move money between them.
